Serving as a staff augmentation member of the Department of Community Health (DCH) IT Project Management Office (PMO), MMISME was responsible for managing daily project activities related to the Provider, Web Portal, Rules Engine, and Workflow functional areas. These efforts were part of Georgia’s design, development, and implementation (DDI) project to transition DCH from ACS and its Multi Health Net (MHN) Medicaid Management Information System (MMIS) to Hewlett-Packard (HP) and its interchange MMIS solution. Our role was central to ensuring a smooth transition and successful implementation of the new MMIS solution.

MMISME’s responsibilities included facilitating the review, tracking approval, and obtaining final sign-off on critical deliverables, such as Technical Design Documents, Integrated System Testing (IST) Case Results, and Operational Procedure Manuals. We also played a key role in the DCH MMIS User Acceptance Testing (UAT) process, which involved creating and facilitating test cases, tracking defects, and reporting on key metrics to monitor UAT completion. Ensuring that DCH test cases were aligned with the Medicaid Information Technology Architecture (MITA) business areas and processes was another critical aspect of our work.

In addition to these duties, we created, implemented, and provided training to DCH staff on various approval and review processes. MMISME assisted in the data conversion process by reviewing mappings and initiating requests for information from the current contractor. Our involvement also extended to the Provider Pilot Testing Planning and Execution initiative, Joint Turnover Meetings between DCH, the current contractor, and the new contractor, as well as the Operational Readiness Test (ORT) planning, execution, and results review. Throughout the project, we served as Subject Matter Experts (SMEs), helping DCH staff understand the processes and functions proposed by the state’s new contractor and fiscal agent, HP.
