The company was first established in Georgia under the entity name MMISME Operations Consulting LLC in February of 2009. It was dissolved approximately two and a half years later and reestablished in July of 2011 as a Florida company in order to relocate its offices to Florida. MMISME LLC offers resources and services in Medicaid and government healthcare-related operational and IT areas, including strategic planning and the systems design, development, testing, implementation, and maintenance phases of an MMIS. We specialize in Medicaid Enterprise System (MES) certification and Medicaid Information Technology Architecture (MITA) state self-assessments (SS-As).

Meet Our President
Vivian de la Gándara is the President of MMISME LLC, a Medicaid consulting firm based in Boynton Beach, Florida, serving clients across the country. She began her Medicaid career in the State of Florida in 1999, working for one of the state’s previous fiscal agents.
With more than 24 years of Medicaid experience in both the private and public sectors, and work in 14 states, DC, and in the US territory of Puerto Rico, she has been successful in gradually growing her certified MBE/WBE. In addition to being a Subject Matter Expert (SME) in Medicaid and Medicaid Management Information Systems (MMIS), Vivian is also a SME in MITA and federal certification of MMIS modules and Eligibility and Enrollment Management Systems using the MECT 2.3, MEET. Vivian personally participated OBC pilots for the state of Louisiana and the U.S. Territory of Puerto Rico, both of which contributed to the development of the SMC process released by CMS in 2022. Vivian partners with clients to provide Medicaid-related consulting services that add value and help them achieve success.
